I am looking for a book(or DVD, PDF, anything) that teaches theory, scales and licks, chordal theory, and technique. Does such a magical education device exist all together in one package?

I'd say lick library DVD's could help with the technique side of things but too be honest I dont think you should even consider anything even resembling an all in one package.
Sure its easier but that said packages that do that very rarely tell you enough about any particular one of the things it teachs. Youre much better off prioritising and getting specialist stuff that teaches a few things brilliantly rather than all in ones that only skirt over things

Each points are really deepness and need a specialist per specialty. Consequently to that, all in one books are poor and don't approach the richest goal.
