Sounds like he is using a glass guitar slide. Dunlop sells them for like $7 or something. Not sure if that's correct though, so don't quote me.

I got a dunlop chrome slide the other week, didnt make anything like that sound though and i found it difficult to use.

my dad uses chrome i use glass. i cant get into the chrome slide thing i find them jangly xD. like a man with metal testicles doing jumping jacks

try tuning your guitar to open chords, so tune the strings so they sound like an E chord etc.

Open E would be EBEG#BE, so if you strum without fretting, you get an E chord.
The other secret to his tone is that I think he has a really bassy, bluesy tone going on.

Yeah there's no volume pedal action going on, but he does have something that's affecting his attack. Also keep in mind that when you're playing with a slide, the goal is to place the slide gently over fret; don't press down firmly and don't put it in between frets, since the slide is essentially acting like a fret itself.

4:03 clearly shows reverse delay is the effect. Higher end Boss DD's have reverse effect, not sure which one exactly though.

reverse delay is like a little looper that plays all your notes backwards so if you hit on the G string the 5th fret 6th and 8th then it would come out 8th 6th and 5th, but you have to hit them fast cause the record time is really little. But, since he is hitting single notes it sounds like a volume swell.

( i'm 90% sure that is what a reverse delay is)

I know this isn't what's going on here, but you can achieve a similar effect for the single note stuff with a Fernandez Sustainer and no slide.
