The most plausible one I've managed is 3 measures of 7/16 followed by a measure of 6/16, but I've never seen time signatures like those used before.

The bit that's going to be repeating is the first 8 measures. Measures 10-13 were another attempt I had at figuring it out.

They're 7 or 6 16th notes that make up the bar, as opposed to 4 quarter notes (4/4) or 7 8th notes (7/8).

In a time signature, the top number is the amount of beats in the bar, the bottom is the type of beat.
