If I have a 700 Watt speaker with only an 8" woofer, is it going to sound loud enough?

Well that depends on how loud you turn it up.

I want to turn it up loud enough to greatly overpower a crazy luod drummer...

look up the decibel sensitivity on your particular speaker. For most 12" speakers, the sensitivity is around 100 db PER WATT. With an 8", I don't know, but assuming your speaker is worth crap, it should be able to take drummer volume level.
