So I'm thinking about replacing the tubes in my Windsor. Can I put 6L6s in instead of EL84s? And will I have to re-bias or is it self-biasing?

I'd assume you can, and yes, you'd have to re-bias it.

On a side note, would you recommend a Windsor for a rock player?

Rock, absolutely. Anything high gain, not so much. It'll nail AC/DC and Led Zeppelin type tones no problem.

It's not too bad. Look up some guides and you'll be just fine. I'd get a probe from eurotubes if i were you, too.

A good way to murder your amp is to switch out to different types of tubes without getting them biased. (Or biasing them yourself) So no, you can't do that without biasing it.

you have a schematics + voltage readings for the windsor? not sure if a 6L6 would fit in there, but most of the time, 6L6GCs can be stuck in there without much biasing.
