For a desktop you can't beat this one:

It's got the TI chipset based processor so it should work fine with just about any interface out there. It used to be $50 but is lowered down to $40 these days which is nice, it was a bit too high before.

For a laptop, I'm not sure what to suggest although I will say, stick with SIIG as they usually use the TI chips.
It is for a desktop. Just want something that is affordable and will do a good job.

This looks a lot better budget-wise.
