What kind of string should can i use to tune 2 steps down, and are there any adjustments that should be made on the guitar it self? Right now im using power slinkys, but they are too loose when tuned 2 steps down and wont stay in tune.

Get thicker strings. Probably .010's or .011's. Using D'Addarios or Dunlops might help you out, as well.

I had power slinky's on my Jag-Stang a couple of years back and did some C Standard just fine, but it is short scale though. Never gone that low on anything else. I'd try 12s though.
Once fixed a toilet with an old trombone...

Power Slinkies are .011s.

If I were going to keep my guitar in C Standard, I'd go to .012s or .013s. What guitar is it?

I had no problems with heavy bottom 10's when I was in Drop A#, so maybe you should try strings with heavy bottoms, instead of the normal bottoms.
