Who can be singular or plural. If singular, the contraction for "who is" = who's.
I've seen and heard that often.
But if plural it would be "who are".
I haven't seen or heard who're. Have you?

I would use it, but instead of saying "who are" I usually say something along the lines of "who in the hell are"

So if I wanted to say, "Who are you?", I would say. "Who Is You?"
