I run my Digitech RP250 via USB into my laptop and I use Sony Acid Pro. 7.
Occasionally when I playback a track there will be this loud cracking static sort of noise. It goes away if I stop the playback and start it again, but it is just annoying to have it happen at all. When I publish the tracks there are no issues concerning this cracking noise, just during playback.

How can I get rid of this problem? Should I buy a different recording software.(My friend had Acid and gave it to me to use, this is the main reason I use it.)
Also, right now I can't afford any actual mics or anything, so running via usb is essentially my best/only option.

---DigiTech RP250 & Jamman Stereo

how are your recorded levels? are they really high? could be clipping.

Or does this happen with ALL forms of playback like commercial cd's, movies, games?

I think that's actually caused by latency, and/or not enough RAM. Are you running other programs at the same time (aim, itunes, porn)?
Telecaster - SG - Jaguar
Princeton Reverb, Extra Reverb
P-Bass - Mustang Bass
Apogee Duet 2 - Ableton Suite

This only happens upon playback of recorded tracks, and even then it is only occasionally. I know that the tracks themselves are fine because, like mentioned before, I can start the playback again and it usually goes away.

My thoughts were leaning towards the lack of memory so I have been making sure to completely close all other programs and such.(Other than the intense amount of porn though.)
While closing everything else has helped a bit, I still have had this issue. My laptop has 4gigs of ram so I am doubting that it is a lack of memory, but if I am ignorant for thinking this please let me know.

The speed of the ram you have is more important than how much you have.

buy some faster ram.

loud cracking static sort of noise....just during playback

Reads like clipping, or digital distortion. Have you adjusted your audio output level on ACID?

Software such as ACID may "take over" the audio system a bit, which it needs to do to provide "professional" type functionality. Part of that may be that your normally okay sound setup is just getting "hijacked" by ACID. Bumping the system volume down a hair might fix it.

I finally settled on a system volume (Vista/Win 7) at 89, that way everything else falls in below the design limits of my hardware. I compensate by turning my power amp (simple JVC home stereo receiver) up a few decibels.

Bottom line: ACID is fantastic software - professional level. Your hardware is what is likely lacking.

...next you'll be telling me it's Mark of the Unicorn or something.

I assume (or hope at least) you are amplifying your signal somehow after it leaves your computer. If so, just turn it up, and turn your computer down.
