take some glow in the dark things you can get in any toystore, cut out the inlays and put them on your guitar in the correct way

(this is a rough approach)

i'd agree w/ the glow in the dark toy material, such as the stars you stick on your ceiling. however, if you want ones just like that guy's, he is using leds, not glow in the dark stuff. i've never actually looked at how its done, but i'm certain leds would be a lot harder to install

Drill the old ones out and fill the holes with a mixture of this and a clear epoxy.
