K so i got my jackson kelly from japan.. sick guitar.. well i gave it a neck adjustment and floyd rose set up.. did a decent job.. BUT!!!

Realized to today that my 22nd fret D up whole setup to E has sub-par note sustain.. which none of the other frets in that area have.

I dont want to the truss rod the wrong way.. Im measuring 16th turn but in which direction?

If its only a problem on one string, I'd be more inclined to check the frets. Yeah, you can tighten the rod a fraction and raise the bridge but that will cost you in terms of string height of the other strings.
I pick up my guitar and play

please use the setup thread sticky in electric guitar. a setup is not really a customization.

and as said, if its only a problem on one string, adjusting your neck is probably not the best solution.
