I haven't played bass before but i need a good bass to learn on.
its supposedly had 2 previous owners, no faults or defects and is 3 years old.

Yeah i see what you mean, i just hope the 3 years of wear and tear hasn't had any adverse effect on the bass

I'd get it, that seems like a fair price. I paid the full $200 for a new one when I was first starting off. Don't regret that purchase one bit, and I've never had a problem with it in over 6 years.

^ i was hoping to save some cash on the actual bass itself and get an ashdown fifteen, as i'm strictly on a 200 quid budget for amp and bass

By starter package I assume you mean one of those "all in one packs" with the bass, amp, and accessories. If that's the case then no, the amps they come with are utter ****, and the accessories are a gimmick, they're cheap enough separately. You'd be best off getting the used GSR200 and the Ashdown, its a really solid starter combination.
