Hi,

I am running a bass through a mixing board (PowerMaxx Musci Store 8 channel AS1602BDC) and straight into the line in of my computer. THen I record with Cool Edit 2000.

When ever I record the bass I hear nothing weird but when I replay the track theirs some king of fizzy background, like a feedback going psss psss psss...

What is it and what can I do to get rit of it?

Well there's your problem.
Computer soundcards aren't designed for recording high quality audio, so it's really unlikely you'll ever get a clean signal out of it.
Look into buying a USB interface like an M-Audio FastTrack USB, or a Line 6 UX1

Maybe your soundcard responds particularly badly to the low frequencies of the bass.
Either way, you would definately get a better sound from an interface.
