Tapping is the technique used to play that particular note.
just as vibrato and legato are also techniques in "shred"

but yes, hes alternating between picking with legato and tapping. technically difficult, but musically pretty banal

Yep, you got it.

I'm guessing he chose to tap cause it was easier to play.
This could be because the note is moved to keep the pattern 3 notes per string, or something like that.
