Whats the closest major city to you? are you willing to buy used gear to get a better deal/open up your options?

Peavey Classic 30 and Egnater Tweaker. I would not recommend the Blues Jr. unless you're getting the one with the Jensen Speaker. Even then, you can do better for the money.

Fender or Peavey should do it, but consider Carvin as well. I think I've seen far more Country artists use Fender amps than any other.
