My roommate bought this amp from a pawn shop. We got it home, plugged it in and 2 minutes later it didn't work. We checked the fuse and it had blown. But now we have replaced the burned out fuse and the amp still doesn't work.

What's likely to be the problem? And what can we do about it?

Edit: this amp

A blown fuse tells you there is something wrong with the amp, fuses will rarely just blow without any reason.
You'll need to have the amp looked at by a tech.
First... Take it back to the pawn shop where it was purchased.

Second... Throw it at the person that sold it to you.

Third... Collect your refund and proceed to a reputable amp dealer.
