Yep, repeat your line but softer.

Edit: You may be more interested in reverb, which is built into many mixers already. You can generally vary the level of the effect per channel.
And no, Guitar Hero will not help. Even on expert. Really.

lol I hate when people do that. it's so cheesy.

if you're wanting a long delay like that, say for an echo - then have a back-up singer do it.

if you just want some basic delay to your sound then you'll need a rackmount unit, have it built into the mixer, or a pedal like the others said.
