I'm just looking for some kind of program where I can program drums in odd time signatures with at least some kind of tone control. Recording and mixing really isn't a huge issue I just want a program where I can make drum tracks so I can record music solo.

the popular vstis are EZDrummer, Seven Slate Drums, Addictive Drums, and Superior Drummer.
there's some more but those are the big four.

they all cost money though.

if you'd like a free alternative then you could get a sample loader and use samples. there's lots of great samples out there that can do the job just fine.

you can chart the midi out in any DAW. even in Guitar Pro if you really wanted.

Hydrogen drum machine is great on Linux, but the Windows version is kind of weird, but it works great. Check it out.

EDIT: And you can download and import different drum sets, or make your own. Downloading kits in the program doesn't seem to work on the Windows version, though, so you'll have to go to the website or search google.

EDIT 2: The Windows version really doesn't work, so either try to compile it if you know how or don't mind spending time reading how-to, or run it on Linux. Or you can run Linux inside of Windows. See here: http://www.makeuseof.com/tag/3-ways-to-install-linux-on-windows-or-mac/
