i mean the f and f# thatd be on the 23rd and 24th frets on the high e string if they were there. i know the E can be done using a harmonic on the 5th fret or where the 24th would be, and the bE can be bent into. i wanna know if there are any other ways by any chance.
I once hit a man in Dearborn. Michigan. A hit and run. I hit him and just kept on goin. I don't know if he's alive or dead. But I'm sorry. Not a day goes by i don't see his face.

The 23rd fret on the high E string would be a D#/E flat and the 24th would be an E. I have no Idea where you are getting F or F# from. Those would be the 25th and 26th frets, respectively.
Because deep down, I know you want to:

All I know is pre bending....

You can always try using your neck pickup as a fret and make something like a 32nd fret sound, I guess.

Pro secret: Tune the e tot F#.

Gnagnagna!

Or like the others said, do a massive bend across the fretboard.

You could use a slide. Or pull your whammy bar out of it's hole and use it as a slide.

You could also fret the 11th/12th fret then create an octave harmonic of it.

this. i'm surprised someone else actually suggested it.
