What tuning are you in? Because those frets are certainly not F, Gb or C in standard tuning.
EDIT: I'm guessing a step down...

If you are in standard tuning the notes are G D G#

It could be a G5 add b2.

G Major Scale
G A B C D E F#

The Root is G
5th Is D
Flatten 2nd (A) = G#

Thats how i see it but i ain't no expert.

You could try the phrygian mode, so in F I think it would be
F Gb Ab Bb C D Eb F, but the chord is a "clashy" one with the minor 2nd and well as the root

the chord is Csus4b5 in its first inversion
