In the Weather Report song "Birdland" there is a (38) and (36) in the bassline. What does this mean? I have also seen (3.5) before in other tabs (it was some sorta fractional value) What does that mean? Any help appreciated.

i'm not familiar with the song, but i'd imagine the 38 and 36 would either be tapped harmonics or notes played above the fretboard, and 3.5 is in between the 3 and 4 fret markers on a fretless.
There's no such thing; there never was. Where I am going you cannot follow me now.

unfortunatly the U.G version of Jaco Pastorius's "Birdland" does not have what I was refering to.

The book I have is called; 'The Essential Jaco Pastorius" published by Hal Leonard and the tab notation guide in the back of the book mentions nothing about this.
