Whenever you want the rhythm to sound downpicked, you downpick it. Alt/eco/down picking will all sound different, so it's up to you. Never use just one for everything though.

I try to alternate/economy pick everything that I play, from metal to post rock. It just feels much more fluid to me.

so you can tell from just listening to a record if a riff is downpicked or not?

Usually yes. Downpicking is a much more consistent tone, whereas alternate is different between the up and down strokes.

Listen more carefully to your playing. If you downpick a riff it will sound the same. If you pick up and down you will get 2 slightly different sounds. A lot of guitarists prefer to downpick, well at least from what I observed in rock genres.

Exactly how I see it, even though people want you to think that every genre has its own style of pinking/fingering. If it is supposed to sound downpicked, so be it. Play it that way.
