I think you're confusing "underrated" with "under-known". Nobody that has heard Guthrie Govan or Andy Timmons has overlooked them as lesser players than they actually are.

Actually you're wrong about that. I know and have seen people that have overlooked both of them. Plus "under-known" and underrated might as well be synonyms in this particular situation.
