Min, those are the action measurements, not the relief.
For that action, I'd set the neck pretty much straight, just a slight forwards bow.
Check the setup thread in EG for a guide on how to measure relief, and set it to about 1/2mm to 1mm.

I set my stuff up for very little to no neck relief.. Why would you do it any differently?

Depends how you like it, its all preference.
I use fairly low action, but I prefer a bit more relief because I don't want any buzz, even light acoustic buzz.
If you have a heavy right hand you'll want a bit more relief or you'll get more buzz.
