May be a stupid question but, is it ok if i plug a 40 or 20 watt Bogner head into a 60 watt fender 2x12 cabinet??

Yes, sometimes cabs have more wattage than the amp itself.

simple rule, cab wattage should be close to twice the amps RMS output.
just don't forget to match the impedance

ok cause i for a head that has a switch between 20 and 40 watts and i'm looking at a cabinet thats 60 watts. And they both have an 8 ohm jack so they r good right?

yea that should be fine with both at 8 ohm at 20 watts. cranking the 40 watt setting may push the speakers farther than you like so know that.
