So what do you think?

EDIT: Here's a quote I think will clear things up:

Until now anything containing less than 10% alcohol in Russia has been considered a foodstuff.

In other words, if it had less then 10% alcohol, it wasn't worthy of being called alcohol.
^^The above is a Cryptic Metaphor^^

How can something with alcohol in it be considered anything but alcoholic?

More like draught laws.

Price increases don't help curb alcoholism. They just push drinkers onto chemical cider, which is much, much worse.

Good. Alcohol is a drug, as such its sale poses certain problems which require some regulation. This hardly seems draconian or anything.
Although it is fairly hilarious that it's taken this long.

It took them this long? Oh nevermind, Russians drink vodka *Nikolai from CoD zombies* "where's my vodka?"
#11
Well I understand them taking so long. I mean, their blood has higher alcohol content than beer does. So in relative terms, it's essentially N/A

It seems incredible that beer was NOT considered alcoholic.

Only until you remember that Russians quaff Vodka like it's mineral water. Before now, they probably thought Beer was something that babies drink.

I once saw a Soviet mother pour beer down her 6month old child's throat. Horrified, I asked her what the hell she was doing. She responded, "Beer is weak. Baby not even notice. It like water to him." After that, I never questioned it when a Soviet mother poured 7% alcohol beer down her baby's throat...
