My guitar has been buzz a lot so I was going to adjust the truss rod by following these directions http://www.ehow.com/m/how_4460527_adjust-guitar-truss-rod.html and was wondering since I was going to restring my guitar also should I do it before or after I adjust my ROD?

unless you;re changing to the same gauge strings... which then it doesnt matter

Typically, you would adjust the truss rod as a part of setting intonation, after changing the strings. Of course, the truss rod can be changed any time. Since you were planning to change the strings anyway, I'd go ahead and do that first.
