So I thought I eliminated this problem a while ago but noticed my pinky hanging when not fretting a note during this run. I've been doing chromatics to develop finger independence, what else can I do?

I'm not sure what you're specifically talking about, since, well, your pinky is rather recessed compared to your other three fingers in the first place. So you may just be getting an illusion happening.

What happened is it curls and moves off the fret board

try practicing triplet patterns ascending and descending that incorporate your pinky, such as fretting 5h7h8 with your 1 3 and 4 fingers ascending and 8p7p5 for pull offs, or switch to using your 2 finger and fretting the 6th fret instead of the 7th. Hopefully that will help if you haven't tried it before. you can of course pick 7 9 10/7 8 10 or any other area of the neck. just pick which one sounds best to you

In general, I would work on finger independence and control.
Or being able to use any finger with minimal effect on other fingers, so they can stay relaxed and in position instead of flying around.
