What does a Attuener really due. I keep seeing people mention them and I have absolutely no Idea what they do, What I could eliminate with one (pedal wise maybe?). I have no idea if I was to get one what to look for brand wise atleast on a budget, Im deffinantly not rich. I need a Attuener education!

If you mean an attenuator, they divert the amp's power so that you can play it cranked at low volumes. Different attenuators achieve this through different means, but the goal is the same. They are very popular with people who have powerful non-master volume amps like the Marshall SLP.

For starters, it's an attenuator, and they reduce the level of volume in tube amps so they break up quicker. In other words, if your amp isn't too loud then you don't need one. They don't eliminate any pedals, except maybe distortion/overdrive.
