So I'm eyeing up this Mesa Mark V, but 90 watts is too much for what I'll be using it for. One of the options on the amp is that you can scale the power down from 90 watts to 45 watts. Does this work like it should, or is it just a gimmick?

It does exactly what it's supposed to--it cuts the output power. It results in maybe a 10-20% volume drop. It's not power scaling, though, it just switches off a pair of tubes.

It'll also reduce the "boomyness" making it more neighbour-friendly

You can get power tube distortion more quickly too, but that will still be insanely loud at 45 watts.
