i think the second part is giving you a chord possibly inverted and it wants you to wrtie it in root position
with the rrot at the bottom follow by the third above and the fift on top of that

Identify the inversion. In their example, its A C F - that's an F Major chord built with the 3rd as the lowest note (A) - Because it's an F - the "closed" chord voicing would be R, 3, 5 order. That's why you have F A C as the answer to the second part of the questions.
