A flanger splits the incoming signal and delays part of it. The delay time is gradually changed by an LFO.

A phaser is the same except that different frequencies are phase-shifted different amounts, I believe.

Basically flanging is a specialized form of phasing in which the peaks and troughs are in harmonic series.
