Compression and EQ might help, but in the end a Precision is a Precision and a Jazz is a Jazz. You might try lighter strings with more tension, such as Rotosound Funkmaster strings (.30 to .90). Of course, you might need to change out the nut by dropping gauge size significantly.

I had a fender BXR, it was a 1x15 combo and they come in 100-200-300 watts, they have a 9 band EQ, treble and bass knobs, a bright, low, and i think a punch switch. then on board chorus and compression. was a heavy son, but I could get any sound out of it, and was perfect for practice with the band at like 4/10 on the volume, so easily gigged (I had the 200 watt) and it had a XLR out

get an amp that will give you some punch?
A practice amp will not give you the sound your looking for, you need to spend a few hundred buck to get there.(maybe $400 at lest if you go new)

Yes, if you want punch you're probably right using a Precision rather than a Jazz. IIRC a Jazz bass' tones tend to have more defined high end, but aren't as punchy.
