Hey.
Its me again,
Different guitar, different problem.

My Fender Jazzmaster Blacktop, doesnt vary its tone when i go from 10-1....but when i hit 0 it totally cuts the tone, so basically there is no vartiation... please help, its been like this the whole time. Is it worth taking in or should i do it myself?

Your problem is the cheap capacitors that are in it. I had the same problem with my 2008 Indonesian made Squier Standard Strat. Go to www.musiciansfriend.com and buy yourself a bag of Fender Ceramic caps. They're only around 6 bucks. I put them on my tone pots on my Squier and right away the improvement in both the tone and the sound of the guitar was noticeable. Trust me on this, you won't regret it.
