I was curious; is pitch in any way relevant to a delay pedal? What I mean is, would a guitar delay pedal work the same on bass?

in theory yes however they are often optimized to work with guitars. it will work though and most like not be an issue

yes it would, however if you are using an analog delay, or analog delay modeler, the fidelity decay would make your bass sound very muddy. Try it out though, you wont break anything so long as you keep your feedback at a reasonable level.
