I play metal. What's the best place to go to for learning random licks and riffs to help me with improvising?

Your brain? Really though, it's best to think of your own. If you really want to borrow something from somewhere else, take some of your favourite solos, break them into individual licks, and use them.

Listen to songs that you think have great licks or riffs, and try to imagine them played slightly differently aka your way. But make sure it doesn't sound too similar to the original song, but after a while, you will have alot of cool ideas in your head that you can put together in a song.
Ripping off licks from youtube video lessons usually ends up with problems putting them together and less creativity.

You mean Youtube? Sounds like your calling the person a tube.
