I'm thinking about ordering the new Rasmus Guthrie Govan model. I have a choice to buy the guitar in the same state (shipped to me) for the original price plus tax, or to buy it online from a place in Florida for a bit cheaper and no tax (saving probably about $100)

I live in Washington state, where it's mostly cold and wet. Would ordering it from Florida be a bad idea since it'd be coming from such a hot climate to being shipped in the cold for 5 - 7 days to Washington? These guitars have been set up and plek'd at the Suhr factory, and I'd like to have it as how Suhr set them up.

It shouldn't. It's not a radical change over a short period of time. Everything should be fine, unless you keep your guitar outside that is.

most of the issues occur during quick changes in ambient air temps/humidity.

to avoid most issues, bring the box in house ASAP. leave in box for a few hours, unbox it but leave the case shut and wait an hour or two, than finally take it out of the box, dont do this anywhere near there is a source of heat, whether it be a vent or radiator or an oven. if you do this you should be fine.

Learned this the hard way before a gig years ago. It was a cold night in Nashville and left the bass in the car. I couldn't keep it in tune to save my life.
