Ok so, this a new guitar btw...

The tone knob won't go all the way back (will go to full but not to 0). I think it COULD, but there's resistance about a 1/4 of the way down and I don't want to force it and accidentally break anything. Also, I haven't looked in the cavity yet.

Whats wrong?
How do I fix it?

I'm not 100% sure what u mean but resistance is normal generally, especially on the ends. In fact i asked the guitar tech a couple of days ago cause my brand new guitar had the same issue,, when raising the volume and bringing down the volume at the ends it kinda resisted and he told me it is normal. I even tried a couple of guitars in the shop, they all had it.

Well the resistance was actually unacceptable, like it was so bad i was afraid to go any further...

Ive never played another guitar that's resisted THAT much.

You mean physical resistance not electrical I am guessing. You have 2 choices. Try and use some tuner cleaner on the pot or replace it.
