noob at pedals... ok im guessing people can plug pedals straight into the PA system? what should be my first pedal? should i get a multi effects pedal? something on the cheap side too

They don't go direct into a PA system unless it has a cab simulator. POD or similar. Otherwise it will sound like garbage.

if i spent around $200 on a multieffects pedal like POD, would that be a good or is that too cheap to get anything decent?

Get a MFX with amp modeling, and you'll be good to go. POD HD is the current best value/price out there right now. I'm guessing you'd be shooting for the HD300.
