Ok so I learned the Limelight solo and I've preformed it before and all, but I find the one thing it's missing is the repeat effect he has that carries those last few notes over. If you're not sure what I'm talking about watch the video below and go to 3:40

Is there a pedal that does it or Lifeson's fairy dust (I'm pretty sure he has it, he sprinkles it on his fingers before every show)

It was Advanced Audio Digital Delays and a Roland Digital Delay; pretty standard back then:

Roland/Boss makes a number of delay pedals that will do it. Try the GigaDelay. There are certainly non-Roland/Boss delays out there that will give you what you need.
