Do guitars like the Ibanez Jem with a locking tremolo need different strings than any other guitar? I think I remember hearing that somewhere and I'm not sure if it's true or I just made it up. If so, is there an Ernie Ball Super Slinky set that'll work?

Ibanez guitars comes stock with 9-42 strings. If it's a locking tremolo then you need to put the same set of strings on. So yes, Super Slinkys will work.
