Hey. I'm a newbie and I need some help. I apologize in advance if there is a thread of this already. I'm having a hard time finding when to switch to the next chords in songs like this

I'm used to notation and signatures like time signature. I don't see any 4/4 or 3/4 or anything. I can read tabs like this http://tabs.ultimate-guitar.com/g/guns_n_roses/sweet_child_o_mine_tab.htm

Please tell me when the beats are also. I don't see to get the beats like if they're quarter notes, or half notes or whole notes or eighth notes.

I have trouble remembering how many seconds to keep strumming a chord though. :/

It's not about the seconds, it's about the rhythm. I'm guessing that you do know a bit about time signatures, and rhythm, and beats, and all that stuff. So just play to the correct rhythm and you'll be fine. To find that rhythm, listen to the song. If you don't get it at first, just practice some more. I hope that helps.
