I listened to this old Eminem song called Stimulate:

0:47 and forward throughout the verse, its this thin sound in the background.

When the verse begun I heard this sound that probably is some kind of synthesizer but that sound also reminds me of the intro to Somebody Someone from Korn:

Since Head plays the intro on guitar and it sounds like in the Eminem song it is some kind of pedal.

So what I ask is what pedal could I use to produce that sound with.

it's just a clean guitar sound.

There's a compressor on the sound, which makes it more even in sound, there's however zero modulation on it.

I go out on a limb, but it could remind you of this because a synth naturally achieves one of the effects of a compressor, which is an even (dynamic-less) sound.

A synth often naturally has this, because the notes are put in the software, or played on a "non-weighted-key-keyboard".

I have a strong feeling a compressor(pedal) might be what you're looking for.

A compressor sound pretty plausible.
BUT, since the intro to the Korn song sounds similar according to me theres a little question.
The former lead guitarist Head talks about some Whammy pedal he used in the intro to Somebody Someone. Heres the interview:

At 3:07 he shows the pedal and at 3:48 he talks about how he used it for the intro.

So can I use a whammy and a compressor to achieve the same sound?

Yes that's a whammy pedal at work. At the octaver or harmonizer.

In the Korn song, it's a Whammy pedal. In the Eminem song, it sounds like an acoustic guitar recorded via a piezo pickup.
