I have a Schecter Damien fr.
On my headstock, above the locking nut there is a short black bar that is screwed in with two screw. What is that? Whats it for?

It's a string tree. It's meant to hold the strings down at a better break angle. It also makes it easier to keep them in the nut whil you lock them down.

Whatdo you mean by "break angle"?

And will having it too tight or too loose cause string buzzing?

No buzz. The string vibrates from the bridge to the nut.
Break angle is just the angle the string comes off the nut or bridge saddles going to the anchor.
