I'll try my best to put this into words;

These are songs that make you feel exactly like you did when you were a child. They don't actually have to be from the 90's, they can be from anytime before or after.
They're just songs that make your heart clench up with bittersweet nostalgia when you hear them.

Both of my choices for this post are from the 00's;

Aerosmith - Jaded: http://www.youtube.com/watch?v=23TPhmqscJU&feature=channel_video_title
That first chord just grips my heart. Couldn't believe when it when I found out this song wasn't from the 90's!

Ducktails - Landrunner: http://www.youtube.com/watch?v=WrMNowUuAv0
I don't think any song has ever made me feel like this. I feel like a complete child when I hear this. It feels like being a 4 year old boy, buttered toast, afternoon cartoons, cozy orange sunshine and a wide open world of carefree exploration.

90's cartoon intros are cheating! (:

You pretty much nailed it.

Someone mentioned Nothing Else Matters, which I totally agree with. I'd like to mention 2 songs out of the rock genre that makes me think of the 90s every time I hear them:
Eiffel 65 - Blue
Bomfunk MC's - Freestyler

Freestylers... What a tune!!

Vengaboys...surely worth a mention..

Also Scatman John and Alice Deejay "Better Off Alone"

Both from the NHL 2002 soundtrack. Both take me straight back.

Brittney Spears and the boy band explosion... That's the earliest non-cartoon music I really enjoyed. Not sure if they were the 90's or early 00's but Spears, Backstreet Boys, N'Sync, 98 Degrees, etc I'd hold concert for my family singing along while using a wooden spoon as a microphone
