Palm Mute Only The Strings Noted With 'x'....

Not quite. Palm muting is usually denoted by a "P.M." underneath the notes, and you should only muffle them a bit, by laying your palm on the ends of the strings near the bridge. They still need to be heard, though, so if you're not hearing the notes, you're doing it wrong.

x's on the strings, on the other hand, is a full mute; you lift your fingers off of the strings slightly so that they produce a percussive, "thunk" sound.
