I have Jackson JS23 Dinky. It had stock strings of 0.09 gauge. Then I changed whole set of strings by 0.10 gauge. Now I'm getting a buzz on almost all strings (Both 'open string buzz' & 'fretted buzz' upto 3rd fret) . My guitar has 2 point fulcrum tremolo. Now exactly what should I change in my guitar's setup? Raise the action I guess? Help

I'm going to assume you've got a Floyd Rose Tremelo System.
So in that case you need to change the action, and by changing the action, you need to change the intonation as well. That's done by altering the position of the individual string saddles.
If that doesn't help at all, you'd probably be good to take it to a music store and get it sorted out.

did you remove all the strings at once?

fret the Low E at the first fret. at the same time,
fret the Low E at the last fret, where the neck and body meet. (~19th)

with both places held, look at the middle frets (~7-9th)

does the string sit on the frets there?

Well. I checked & my low E string almost touches fretwire between 7th & 9th frets. The action at 7th to 9th fret is barely 1mm. . .

ok if when you fret the 1st and the ~19th, you have zero middle gap,
then it's fine to add a little.

you would do that by turning the truss rod 1/4 counter clockwise.

you dont force that turn.
and you let the guitar settle in tune.

do that, then measure the gap again, and post back.
let me know if the guitar is more playable.
