Is the bias on this amp fixed? Or do i have to rebias the amp when i replace the tubes?

It's fixed, non adjustable. Fixed refers to a negative voltage on the grid. It can be adjustable or non adjustable. Mesa doesn't provide for adjustment so just pop in new tubes and go.

I thought they were cathode biased?

Either way no adjustment needed. Pop in and turn up!

No, definitely not. Most larger amps are fixed bias.
