does Kirk just tremolo picking and doing some kind of legato at the same time? Because that part doesn't sound precise at all. what do you think?

It's called spazzing your picking hand and spazzing your fingers at the same time and using an incredible amount of gain to make it sounds impressive to a 13 year old.

It is not some kind of spazz technique, he does it identically in quite a few live performances. There is a very good youtube lesson on this solo that really covers the technique used. Google it, you will find it.

He's alternate picking that bit, as best as I can tell. Personally, I like to use straight legato for that passage, but it's doable either way.

It's just fast alternate picking. Doesn't sound horribly sloppy to me.
