Just trying to cover a song at the moment and as an experiment I'm trying to get the drums to sound as close to the original as possible...but I don't know what I'm hearing in one part! Could someone please tell me what's being struck on the beat before the two kicks @ 0:18?

Sounds like it might be a strong rim click with an effect on it.

It sounds like the sound effect you'd hear when you get hit in a video game. Either way, it doesn't sound like an actual drum or anything.

Yeah, I know it's definitely a drum machine that was used on that song. Thanks though! I'll give the rim click a shot tonight!!!
